I am just a user of VDV and don't really know all of the capabilities of VDV, but I don't think it can do what you want.
I do have some ideas to accomplish your objective. Some border on the side of ludicrous, but I'll suggest the less so anyway

.
You could put some sort of device in the field of view that moves enough once every 10 minutes to trigger a rule in VDV to save a clip or send a snapshot in an e-mail. The device could be either a set of lights (LEDs) that flash in sequence to simulate movement, or a motor that swings a flag on a timed basis. It could be a very small device set close to the camera or a big device farther away, just so long as it moves something big enough and fast enough to trigger a rule.
I have a "USB Experimenter's Kit" ($60 from Radio Shack, mfg by Velleman, Inc.) that has 8 LEDs on it that a program can be written to flash them any desired sequence to simulate movement.
There are also "USB to Servo" devices ($20 to $50 from various sources) that could make a Servo motor ($5 to $20 from various sources) swing a small flag in the field of view.
I think one could also find a stand-alone timer circuit that could make the servo motor run on a timed basis so the device would not be tied by cable to the computer.
You would need a power source, I don't know how long batteries might last, but if you are making video of a Weather Station, I suppose you might have power nearby that could be tapped for the device.
If these ideas are not too "off-the-wall" for you, I could experiment with USB Experimenter's Kit I have
to prove it works and if so, then you could buy (and assemble... It is a "KIT"!) your own board and I will give you the program I write.
