Allow the system operator (human) to "tag" video clips as benign or suspicious.

Possibly allow for separate long term storage pool for suspicious clips.
i.e.
Tag = Benign
Annotation = Mail man delivering the mail.
Tag = Suspicious
Annotation = Unknown individual loitering in lobby.
