SightHound does not provide control of any camera's PTZ (or anything else).
To control an IP cam (network cam, like your Foscam), right click on the view screen (if more than one camera you can use any thumbnail of the desired camera for this) and select the "Visit camera web page" link at the bottom of the context menu that appears. This will run your default browser (Internet Explorer, EDGE, etc.) to the home page of the camera. You may have to enter the user name and password, but Windows can remember that so the next time it will be pre-filled in and you just click 'Ok'. You can then use the camera's controls for PTZ, etc.
BUT... note that shifting the view will probably trigger a SightHound rule for motion. And you will probably have to alter the rule to match the new view.
As an aside: To control a WEB-CAM (USB port) you need to turn the camera Off in SightHound, then run a separate program (such as "AMCap") and then use it's access to the Camera's "Driver" where for some cameras you can manipulate some controls, such as focus, exposure, etc. Not all WEB-CAMs allow control of some features. I have one that does allow me to disable the Auto-Focus and that reduces the number of nuisance rule triggers that occur when the camera decides to re-focus the scene. Once the camera is setup the way you want, terminate the control program (AMCap) and then in SightHound you can turn the camera back on. Sometimes my desired setup survive a re-boot and sometimes it doesn't (I don't know why).
