cannot receive mobile notifications

i have not been able to receive mobile notifications on my Android device. I am able to connect with external address as well as internal. All of my rules work and i also tried testing the email notifies with success.
I have checked the box in the edit rules tab , but will not send me a push notify?? I have enabled the option on my phone as well. My clips can be viewed but only when manually check.
