Add to Windows Version: Take action: Run Command (File)

I would be very valuable to be able to have the "Take action" option of "Run Command" in the Windows version of SightHound (similar to the Mac version). To be more specific, the implementation of it could allow the user to point to a command/bat file, exe, vbscript, etc (in order of preference of delivery).
