Camera Connection Sporadic, Image Odd Colors

I'm connecting to the camera through an NVR that's connected to my network. I'm using the IP of the NVR and then the appropriate stream path given to me by the manufacturer. Also, it's through RTSP. The camera never connects in the main console of the program, however it will connect every so often when testing the connection. I can leave the computer running and it will seemingly connect every now and then and register some type of object. It just does not have a clear picture at all, maybe 1% of the time, if even. Any thoughts? I've attached two different links to snapshots of the setup and recognition below.
