I did a web search for that model camera and found many vendors, but the manufacturer's web site does not list it as a product they make! I found another site that claimed to have the instruction manual for it, but when I tried to download it, it could not find the data.
BUT, from what I did find, the camera is a USB camera. It has no IP address. What is needed is a driver for the USB port to mount the camera to the operating system. Most USB cameras will work with the built-in driver in Windows, but some do require a vendor supplied driver.
Did the camera come with a disk (floppy, CD, DVD)? If so, the driver should be on it somewhere. Look for a "readme" file or some other documentation on it. There might also be a folder/directory on it that might be named such as to let you recognize that it has the driver... look for "Install", "Driver", etc. Otherwise, contact the manufacturer to see what they can tell you.
