Yes it does continue to do the same after a reboot.
I had to wait an hour before the program would start.
As the server is on an internal network and isolated it currently has no antivirus software loaded. Though that will change once I bring it into production environment .

Just Upgraded to 2.3.1

Waited 20 minutes and still not working !
Wish I had never bothered !
Support - Yes this was working without issue before OS=Win Server 2008
