run command when rule stops

I would like to have a run command for when an even stops. ie, you have a rule to detect people in the yard, the run command would kick off when it stops and again when it ends (with a different command) I would like to send a command to my home automation so the camera can tell it that it sees a person moving and then tell it that it no longer sees it. the home automation could then turn on and off lights as needed.
