Got some more information from the error log:

error: ERROR_MEDIA_DATA
reasonCode: 40005
Reason: Wrong encoded image: data:image/jpeg;base64,<data>

where <data> is the Base64 encoded image.

I essentially copied the sample Detection API Java code that shows how to upload a photo and get back results showing gender.
